The bill (Reg. No. 5417-д) sets the legal principles of organization
and holding of lotteries in the territory of Ukraine; regulates monitoring over their organization and holding; determines the responsibility for the lottery holders to arrange favorable conditions in the lottery market; supports equal rights and legitimate principles of the lottery holders; guarantees their transparent economic activity; creates a competitive environment among the lottery holders; ensures social orientation of the lotteries; meets the needs of the state budget,
civil rights and lawful interests; arrange equal participation rules.
Under the bill, lotteries can be held only by a specially authorized central executive body in charge of organization and holding of state lotteries, and the local self-government bodies. The lotteries organized abroad shall not be distributed in Ukraine.
Under the bill, activity of the lottery holder is not subject to licensing, quotas or other restrictions of competition in the economic activity as established by the authorities. Lottery holders shall be chosen once in ten years by an open competitive tender. To guarantee equal rights of the players and the payout, the bill sets strengthened organization requirements for the lottery holders.
The bill divides the lotteries into the state and local ones depending on the sphere of their distribution, and regulates the division criteria. Depending on the type of the lottery gain, the bill divides the state and local lotteries into cash, cash and prize, or other lotteries. Depending on the designated purpose of the lottery funding, the state and local lotteries are divided into sport, cultural-artistic, charity etc.
A separate chapter of the bill regulates the order of supervision over the activity in the sphere of organization and holding of the lotteries. A specially authorized central executive authority body in charge of organization and holding of the state lotteries shall supervise (control) organization and holding of the lotteries.
